The Engine Control Module (ECM) will generate this code when it detects an issue with the engine coolant temperature under the following conditions:

The engine has been running for more than three minutes.
The engine coolant temperature has exceeded the trigger value for the event code.
Diagnostic code 110-3 (Engine Coolant Temperature open/short to battery positive) is not active.
Diagnostic code 110-4 (Engine Coolant Temperature ground short circuit) is not active.
